REGARDING THE "HAVARD DOCUMENT" AND LT. DEAN HARPER
If you read POLICE FRAUD & DECEPTION, PART I: Details of Methodology of Mayor-directed, Police Chief-effected, Council-allowed Cover Up Revealed, (and PARTS II and III), along with the actual police report which has been scanned in to this website for you to read, you will see actual proof of a conspiracy to deprive rights in Meridian, Mississippi. The police report is the actual document produced from Meridian Police Department computers--this document was given by Lt. Dean Harper of the Meridian Police Department, even though previoulsy the document had been refused to be released to the victims by Meridian Police Chief Benny Dubose.
Kudos to Lt. Harper for at least trying to act like Serpico.
